Some HIG-compliant mice have a scroll wheel that bends to pan left and right. The TrackPoint on ThinkPad machines is the same idea.
Using the TrackPoint scroll mechanism under Linux (Kubuntu 14.04) has no issues on my ThinkPad. Therefore, this is likely a Windows-only issue.
(A similar issue is that under Windows 8 with a touchscreen monitor, you cannot drag across a GtkScrolledWindow to scroll it, unlike in every other application. The same thing works fine under Linux.
