@Martin - JFYI: I'm closing this one as 'Fix Released' for now, since the revert of the partial sp-image refactoring in r12984 also undid the changes which broke the preview image for templates:
With rev >= 12984 the preview image of the SVG template is rendered again, AFAICT using librsvg (if for example the template has visible flowed text objects, the preview renders only black filled rectangles; librsvg doesn't support flowed text).
