The problem is resolved .. I send the e-mail gnustavo and he send me the step for resolved (Thanks !!!)

The Steps

1) Create new user administrador
2) Loggin with new user
3) delete .gconf into the your $home
4) logout
5) Loggin your user
6) the network-manager vpnc work
