Could you please describe your audio hardware and driver ? The issue could be that the driver is reporting the incorrect volume stepping which could be the reason for your problem.

If you open terminal and capture the output of

lspic | grep -i audio

and then

cat /proc/asound/cards .

That would be helpful.
