I didn't find org.gnome.system.proxy, but I did find just system.proxy. Not sure if this is the same thing? Anyways, the settings are as follows:

autoconfig-url blank
ignore-hosts ['localhost', '127.0.0.0/8']
mode none
use-same-proxy unchecked

Under the http subsection, there is one proxy defined, but its "enabled" field is set to "false". The ftp, https, socks subsections don't have anything.
