Comment 2 for bug 699454

--4.2-metric-drills is replaced with
--drill-precision, which works both for
metric and imperial files;

--raw-drill-diameters is added, which
disables drill diameters rounding;
when the diameters are rounded, the "integer"
values are considered depending on the units system.
