Keyboard shortcut not working in non-latin locales

Bug Description

   The shortcuts in non-latin (Russian) keyboard layouts not workings in a range of applications. In particular, there is a QT- and Java-based applications. The examples are: WPS Office (QT), IDEA (and other Java-based IDE, such as NetBeans and Eclipse) and any other Java-based application. Of course, the shortcuts is working fine in other DE.
   I found out that problem hides in Gala: when I run Gala in other DE (i tried XFCE), i meet the same problem. So, looks like the problem is how Gala handles the input switching.
   I really like Elementary OS, and I would be very appriciated if you will try to solve this problem.

I can not reproduce this bug on Loki with WPS Office (I use Russian keyboard layout).

OP, can you give more details? I checked it again in some 3rd party apps (including java-based SmartGit and Enpass and Qt-based Telegram) and I can't reproduce this bug.

Honestly, I haven't tried it with clean elementaryOS installation, I use
Xubuntu 16.04 with elementary ppa. In XFCE I haven't met this bug, only in
Pantheon. Mainly I have tried only 3 apps - phpStorm, WPS Office and Cisco
PacketTracer.
Can you please install WPS Office and try some hotkeys in Russian layout?
If it will works, I will install elementaryOS and try it it too. Thank you!

phpStorm is available to install as trial, so I think this will not be the problem.

Yep, i have tried this and this workek, but installation for each new program (or new version of phpStrom) takes too much of time

quesesr, use jetbrains toolbox for save startup settings while updating. Its not perfect temporary solution
