Windows don't maximize on secondary monitor when the monitor is above

Bug Description
I have a dual monitor setup on elementary OS Loki 0.4.0. It is a clean installation.
Windows on the main screen can be dragged around the screen and maximize like it should.
Windows on the secondary screen don't maximize (double click on title and maximize button) and if I try dragging around, it is like there is a grid, that holds the window.
If I change the main screen, the problem persists.
I recorded a video to show better (attached).

This happens when a larger primary display is arranged below a smaller secondary display.
