Multiple displays with secondary monitor on top doesn't work properly

Bug Description

When setting the secondary monitor on top of the principal one there are some glitches.

The blue rectangle (secondary monitor) doesn't stay on top when placed, it moves at the corner of the red rectangle (principal monitor) when released. The blue rectangle stays on the top only if released when detached from the red rectangle.

After applying the changes, the desktop is still not working properly.
Both display labels appear on the same monitor, see attached screenshot on the left side.
Windows cannot be moved from the principal monitor to the secondary one.

If the blue rectangle is placed on the top of the red rectangle and it is shifted enough, the blue label can go on the secondary monitor but it is not on the top left corner.
Windows can be moved from the principal monitor to the secondary one but when maximized they don't use the entire screen, see attached screenshot on the right side.

I'm using a SAMSUNG laptop with a 1920x1080 monitor and an HDMI connected 1280x1024 secondary monitor.
