Hm... ideally imho it should stay with the primary display, since that what the dock and panel do.
But I can see the difficulty of doing that (and am not sure it would make sense from the user's point of view). So I suppose doing it on the outside of multiple displays could work. Could get weird with some more-than-two display setups though. :-/
I think hotcorners plus multiple displays is a sticky situation. xD
