For what it's worth, starting with the upcoming Tomboy 1.0, it will generally be recommended to use online services like Tomboy Online (not yet released, give it a month or so) and Ubuntu One (not yet supported, the Ubuntu guys are working on it for 9.10 Karmic) for note sync.
Of course, the existing options won't go away, but we think they are not the best options for the vast majority of users, and I would guess that given this the Ubuntu folks won't see Tomboy's webdav sync as a huge priority for them to support.
