Actually plugging VM ports into br_int is the responsibility of Nova.
However I'd like to understand the problem more.
Is it correct that there were 3 vms on the compute node and only one of them lost connectivity after rollback?

Also is it expected that VMs must keep connectivity after compute node rollback (a bit concerned about provision and rollback steps)? Which component/feature should ensure that? Is it documented anywhere?
