Detailed bug description:
There are empty directories after removing fuel-octane package

Steps to reproduce:
yum install fuel-octane
yum remove fuel-octane
ls /usr/lib/python2.7/site-packages/octane
[root@nailgun ~]# ll /usr/lib/python2.7/site-packages/octane/
total 36
drwxr-xr-x. 2 root root 4096 Sep 1 13:49 commands
drwxr-xr-x. 2 root root 4096 Sep 1 13:49 fuelclient
