we don't have SEPARATE_SERVICE_HAPROXY_PLUGIN_PATH export to local path on server as for other plugins

as result test fails with - OSError: [Errno 2] No such file or directory: 'https://product-ci.infra.mirantis.net/job/9.0.build-fuel-plugins/lastSuccessfulBuild/artifact/built_plugins/external_loadbalancer-2.0-2.0.0-1.noarch.rpm'
