Now we have a new cinder backend in Fuel (https://github.com/openstack/fuel-specs/blob/master/specs/8.0/cinder-block-device-driver.rst). It can be deployed separately from Cinder LVM and Nova Compute nodes. The problem is that cinder-block-device is not present in task's group for firewall and hosts, which is required for role/cinder task. As a result if cinder-block-device deployed in stand-alone-mode, this node doesn't have any interfaces and can't connect to rabbitmq/mysql.
