Comment 1 for bug 1527252

The reason of this issue is:
Restriction with structure like 'cluster:is_locked' after expression parser - becomes Modelpath instead of Subexpression,
so satisfiedRestrictions.length becomes > 0 in this line https://github.com/openstack/fuel-web/blob/master/nailgun/static/models.js#L114
