These issues seem to happen for all prior releases and blocking maintenance team at the moment. Probably the reason is switching to 8.0 branches containing Liberty code and dependencies. The proposal is not to pin the requirements but complete work on packaged envs for tests started by Dmitry Teselkin here - https://jenkins.mosi.mirantis.net/ (see tabs with packaged env in the name).
