As I researched, OVS Vlan Splinter -- very strange thing.
Its behavior also very strange. For example, if you add tags=1001,1002,1003 to port eth3 and enable vlan splinter to the interface eth3 -- OVS creates eth3.1001, eth3.1002, eth3.1003 interfaces and put its to promisc.mode.
But if you, AFTER THIS, enable vlan splinters to the eth2 interface -- OVS automatically creates eth2.1001, eth2.1002, eth2.1003, even without defining tags=... for eth2 interface.

As I observe, OVS vlan-splinters looks like ugly unfinished workaround. And operates accordingly...
