For this bug, I ran some performance tests to show better what I'm talking
about. While the slowdown on account of fixed elements (or a hovering window)
is hard to notice on my now fast machine, the difference in CPU use (and thus
for the user on slower machines) is very drastic! Other browsers do this much
more gracefully, so something's probably wrong.
