Another fix in rev. 21583.

The bug you describe is due to href[3:], which cuts the drive letter. Now works with href[1:].
There was another bug related to escaped chars (C:\Documents%20and%20Settings\...) which needed to be unquoted (done with urllib.unquote).
I really hope this fix will be the last :)
