This seems absolutely intentional, although the function is standard in EGL 1.2 and above, so it's not really needed. It seems to be an AMD/Qualcomm quirk picked up over the years and is present on many devices.
We could probably comment it out as it is part of the EGL 1.4 ABI, after we confirm barely anything uses it.
