OMG! the placement of the [Publish] button is silly!

please don't put the Publish button on the bottom of the page because it's super hard to find if you have many uploads. ex here https://myapps.developer.ubuntu.com/dev/click-apps/4490/rev/240/

if it weren't for Alan Pope i would have never ever ever ever ever found the button it's like 100 pages down. totally uncool!
