Yes, I think so. See "gnome-bugs #440515", which is listed in the Remote Bug Watches section. That is the 'upstream' bug about the screensaver problem. Comment 7 on it implies there is a link between it and the 'global keyboard shortcut' problem.
I have the feeling that a proper fix may need a change to part of the design of GTK+. Perhaps someone should set up a software bounty? Alternatively, there was a workaround suggested just for the screensaver problem: a timeout for open menus.
