I think the error you are seeing is caused by the following:
- snap install/refresh core
- new core gets installed, re-execs into 2.26.{9,14}
- install/refresh fails (most likely in the configure hook)
- the install/refresh in undone
- *however* the snapd is not restarted into the old version
- next time snapd runs its the 2.26.x version that assumes things like the snap-seccomp compiler are available which are not anymore
