Comment 1 for bug 1390775

The situation is a bit tricky. Update-Notifier is removed in Debian Jessie, so we can't rely on /var/run/reboot-required. pk-update-icon may be interesting, maybe I can borrow some ideas. apt-config-auto-update is also interesting and should be used.
