Additional remarks:
* On Ubuntu 9.10, drag and drop is broken when desktop effects are enabled.
* If I drag a contact outside the roster, the drag disappears (but I still can drag contacts afterwards).
* tkdnd 2.0 had been released earlier today: http://sourceforge.net/projects/tkdnd/files/
* I cannot reproduce #2. Can you maybe specify your system?
