Hi there. I am also hitting this bug.
I have a few more information that can be of use.
I am getting this error:
cloud-init[654]: 2023-05-07 22:01:35,746 - url_helper.py[ERROR]: Timed out, no response from urls: ['http://[fe80::a9fe:a9fe]/openstack', 'http://169/254.169.254/openstack']

Seems that the datasource is wrong.

I can solve the problem by addding -smbios type=1,serial=ds=nocloud-net to my qemu command.
