Hi!

Tested nova-compute 3:25.2.1-0ubuntu1 on Jammy. Specifically for bug 2008102. Created a VM with a flavor including the property "quota:cpu_shares='1024'", and this works perfectly fine now.

This failed in 3:25.2.0-0ubuntu1.
