While some neutron support does still exist in the nova-cloud-controller charm it has essentially been deprecated in favour of moving it to the neutron-api charm (lp:charms/trusty/neutron-api) which provides all neutron features supported in nova-cloud-controller plus any added since the move. The neutron-api charm does not yet support config-flags option though and we can look at adding this in. Could you please provide some detail as to the sort of neutron config options you would like to be able to set via a config-flags option?
