charm help test does not work on 1.2.10

Bug Description
I was trying to look at the valid results for charm test and tried to refer to the help command, but it seems like it is not working properly on 1.2.10. Both 'charm help test' and 'charm-help test' return usage errors even when using the suggested usage.
$ charm help test

charm test -h
which works. So perhaps the usage string just needs to be updated.
