    Sync charm-helpers and use "rabbit_use_ssl" for ocata

    Ensure "rabbit_use_ssl" is specified in the [oslo_messaging_rabbit]
    config section instead of "ssl" for Ocata, since "ssl" was not yet
    introduced.
