The latest occurrence has log collecting working:

We have crashdumps from before and after the upgrade, so look at the newer ones.

The openstack-upgrade action on keystone/0 gives a confusing output:

output={'Code': '1', 'Stderr': <big error in attachment>, 'outcome': 'success, upgrade completed.'})

Unit keystone/0 is not in error state after the upgrade, so maybe its just wrong reporting of the upgrade action.
