Some clarification offered by the customer on what they are hoping to achieve (not sure this is the place for it, but thought if it was it would hurt not having it):
"We would like to have read only access group type account. When we assign any user to the group. The user permission right is read-only. e.g. The user account can't create, reboot instance. Of course the user also can't upload image or modify any network setting."
