Comment 23 for bug 1975491

I've tried cherry-picking the commit from stable/zed to build with binary wheels as Corey mentioned previously as the fix. It's in Gerrit at https://review.opendev.org/c/openstack/charm-ironic-conductor/+/887116. Tests pass, but it will need review, of course.
