I think SIGTERM should mean 'packup your toys asap', whereas this is
'packup at the first opportunity.'.

I *think* we use SIGUSR1 for LP to tell it to quiesce - and for the
codehosting ssh frontend too, so using the same signal for the same
intent would be nice.
