Perhaps they registered that port once upon a time, but it's no longer in use by them, and <something else> is borrowing it... A web search for Alta Analytics License Manager doesn't turn up the company -- it just finds references to that port number. There's no site search on the NetMap site, or I'd search for "license manager" there. A Google search for "license manager site:netmap.com.au" gets no results.
