Geoff & jeffrey... I am wondering if this is possibly caused by Bug #587819. Can you both see if you're able to create clean checkouts of the svn repo using a non-shared-repository branch? (i.e., outside the shared repo, do a bzr co <svn repo url>). If you had the race condition bug, it should fail in theory...
