There is a work around if you need read-only access only though:
  bzr branch https://launchpad.net/~schooltool-owners/schooltool/schooltool.stapp2008spring

That is, avoid using the lp: prefix which involved xmlrpv and go with the http: prefix knowing that you will not be able to push with it.
