Maybe not entirely a fast-import bug. This looks like fast import is
using one of the 'fast' apis for doing heads checks, etc. However part
of that load is done while a pack is in-progress, which means it gets
read from the Builder that hasn't been written to disk yet. I think the
answer is that BTreeBuilder should implement _find_ancestors so that
KnitGraphIndex can use it.
