[submittodebian] '--help' runs the program anyway

When I run 'submittodebian --help', it doesn't show any 'help' related things, like a manpage. I suggest that it opens up the manpage when '--help' is run.

Here is the patch. It opens up the manpage when '--help' is called and then exits.
