Bug Description

Our puppet cron jobs create /tmp/manifest.log:

1. this should rotate
2. this should be in /var/log

Note that this does not apply to stackforge, stackforge puppet nodes log in syslog

    Rotate puppet cron job log file.

    Fixes bug 966314.

    Moves the puppet cron job log file from /tmp to /var/log
    and adds it to logrotate.
