Bug Description
If eucalyptus is running whilst upgrading, the database schema isn't updated - causing silent failure.
This will cause consistent failure for those upgrading from Lucid to Maverick. It does not cause issues for new Maverick installations. A 0-day SRU could be suitable resolution, but anybody using the on-cd repository for upgrades will still get failure.
