Marking upgradable packages for installation doesn't actually upgrade them

Bug Description
The dell-bootstrap plugin adds functionality to ubiquity to be able to install debian packages from debs/main on the installation media during installation.
Unfortunately this doesn't work properly when the package is already installed in the livefs. Trying to mark it for installation doesn't cause it to get upgraded.
This appears to be caused by ubiquity ignoring packages that are already installed when it actually goes to do the installation.

Turns out this is caused by the way ubiquity handles package installation. I'll add a ubiquity task, adjust the bug and fix it there.
