gpg --recv-keys would be happier by default, and it'd make fixing bug 380071 easier

As I said in #380071, this change is not ok and absolutely not necessary. JFTR: gnupg does *not* handle several keyservers at once. It only uses the last specified one! Handling several keyservers at once is a wishlist item (reported to the Debian BTS and GnuPGs bugtracker).

When Colin Watson and I looked in the GnuPG source, it appeared to use a
linked list to store the keyservers and iterate through them. Is that not the
case?
