paprefs was silently promoted back to recommends, should be dropped again to suggests?

Bug Description
Binary package hint: pulseaudio
The only mention of paprefs in the pulseaudio changelog is of demoting it to a Suggests, but in jaunty the package seems to have been silently promoted to a Recommends. This package is in universe, and having it in Recommends causes its dependencies - gconfmm, glademm, and gnomeuimm -- to be pulled into the desktop task and therefore onto the CDs (even though paprefs itself can't be). This probably needs to be demoted back to a Suggests.
