The actions menu still shows up and it should not.
This bug is to track all the secondary bug pages that still show up the Actions menu, not only the +edit page.

Some notes from talking with Tom Berger (intellectronica) and Martin Albisetti (beuno):
* Add a "Cancel" button to all pages, except +activity, where it doesn't make sense.
* Add max-width to forms on bugs sub-pages, use "em"s to constrain width.
* Remove all portlets except subscribers. For these pages alone, change subscribers portlet to have no buttons, instead some text saying "Will be notified:".
* Change +mentor to be under the bugs facet. Find out why it isn't now; is it actually deliberate?
* Page headings should be like:
{icon} Bug #1234: Foo bar does not baz
<h1>Subscribe someone else to bug #1234</h1>
Note the repetition of the bug number.
