Verification on package /var/cache/apt/archives/tzdata_2008b-1ubuntu1_all.deb failed!

I commited a fix that will error out if debsig-verify is installed before the upgrade. With that package, upgrades are impossible.

This bug was fixed in the package update-manager - 1:0.87.15
