Bug Description
[Impact]
amdgpu hang when stress S3 on AMD W6400 GPU.
[Fix]
Add a WA to manually adjust strobe calculation using FCLK restrict.
[Test]
Suspend AMD W6400 for 40 times, it works fine.
[Where problems could occur]
Low risk, upstream fix.
It may cause AMD GPU hang.
The patch is in 5.16, only Jammy kernel needs it.
