The coturn package got removed during the jammy development cycle as it broke with the migration of libssl3 (see https:/
With the recent sync from debian version 4.5.2-3.1 in kinetic fixed the FBTS which allows a backport of the coturn package.
coturn is a widely used TURN server implementation which is used by many open source projects (e.g. jitsi) and commercial products (e.g. Anbox Cloud).
[Test Plan]
1. Install coturn and verify default configuration
$ apt install -y coturn
# systemd unit needs to be up and running
$ systemctl is-active coturn
2. Run turnutils_
$ apt install -y coturn
$ turnutils_

Risk is low as the same version has shipped in impish and hirsuite before and was working well. New package version is a direct import from already released package in Debian.
