Bug Description
New SRU tracking bug (with exception) for ubuntu-image 1.10 in Focal, Bionic and Xenial + FFe for groovy.

[Impact]
ubuntu-image 1.10 fixes some bugs and pays down some technical debt. This release features:
* A new option to disable console-conf
* New approach to building UC20 images, making sure image size is correctly taken into consideration (critical)
* Disabling of some unsupported features when building UC20 models
* UC20 image build related tweaks and changes
Many of those changes are essential to the proper generation of UC20 models.
[FFe rationale]
The changes in 1.10 are critical for the UC20 project. Even though those are already present in the snap version, so that UC20 developers can proceed with development, out build infrastructure uses the deb version and therefore requires us to get 1.10 released for all the series. From the groovy POV, this release should not pose any actual threat - classic image code-paths changed in a minimal way and besides that, ubuntu-image isn't really a critical-path tool. Many of the related packaging changes have already landed in groovy as distro-patched releases. As mentioned, the snap version was around for quite a while already and no critical issues have been reported.
I would like to request an FFe for ubuntu-image 1.10 in groovy. I will provide a groovy test-build log in the comments.
I will shepherd the package so that it makes its way properly into the release pocket ASAP.
[Test Case]
* Create an image using the official uc18 amd64 model assertion. Ensure that the resulting image boots to 'press enter to configure' phase.
* Create an ubuntu-cpc project classic image using a modified amd64 gadget tree [1] and make sure it boots.
* Create an image using the official uc20 amd64 model assertion. Ensure that the resulting image boots (possible to ping the certification team for help).
